SUV toolkit for cities (UK edition): why weight is a strong and straightforward
basis for defining oversized vehicles in the UK

Oversized vehicles have an oversized impact on road space, road dangers, carbon emissions, air pollution and resource use.

In view of these harms, several UK local authorities are considering or progressing policies to discourage oversized vehicles via differential parking charges. In this report we make the case that weight provides a strong and straightforward basis for defining oversized vehicles in the UK. It also gives technical recommendations on how UK local authorities should implement weight-based charging, and provides worked examples of different policy options.
