CWIS active travel investment models: model structure and evidence base

The main report explains the structure of three Cycling and Walking Investment Strategy (CWIS) active travel investment models, for cycling, walking, and walking to school.

Transport for Quality of Life and the Arup Aecom consortium were commissioned by the Department for Transport to develop models to assess the amount and type of investment required to meet cycling and walking targets, under a range of different scenarios.

It is accompanied by eight technical appendices. Technical appendices 4 and 5 give a comprehensive account of the evidence underlying the models.

An accompanying joint summary paper by Transport for Quality of Life and Department for Transport (DfT) estimated the impact of a range investment scenarios, on national levels of cycling, walking and walking to school – in order to meet the Government’s 2025 targets. This was never published but came into the public domain in 2024 as a result of Transport Action Networks legal challenge to the Secretary of State cutting funding for active travel in 2023.
